In this comedic caper, Tomlin plays Gracie Hart, a tomboyish FBI agent who goes undercover as a beauty contestant to prevent a terrorist attack at the Miss United States Beauty Pageant. When the local FBI office receives a letter from a terrorist known only as 'The Citizen', it's quickly determined that he's planning his next act at the pageant. Because tough-as-nails Agent Hart doesn't exactly fit the typical beauty queen mold, she's sent to join the competition under the alias "Miss New Jersey" to gather intel and foil the plot. As Gracie navigates the absurdities of the beauty pageant world, she must also confront her own awkwardness and lack of femininity. Despite her efforts to blend in, she stands out due to her tomboyish behavior, lack of makeup skills, and tendency to speak her mind. Meanwhile, her partner, Eric Matthews (Benjamin Bratt), is assigned to help her with the mission. As Gracie becomes more comfortable in her new persona, she begins to uncover clues about The Citizen's true identity and motivations. However, she also finds herself torn between her duty as an FBI agent and her growing connections with the other contestants. Amidst the chaos, romantic sparks fly when Gracie meets a charming pageant participant, Stan (Victor Garber), who becomes her ally in both her mission and her newfound femininity. Throughout the film, Tomlin's sharp wit and comedic timing shine as she portrays Gracie's fish-out-of-water experience with humor and charm.
